Project description:

The Trung Son Hydropower Project necessitates resettlement of part of some local residents. It also generates risks of other negative social impact, particularly for the health, livelihoods and cultures of the local population. The affected population lives in remote and difficult communes and is almost fully from minority ethnic groups.

There are a total of 7,546 people from 1,691 households affected by the whole project. Of this total, 1,944 people in 486 households are affected by the access road, 5,602 people in 1,205 households are affected by the construction of the main dam and associated works, the reservoir, and impacts upstream of the reservoir and downstream of the dam.

The Community Livelihoods Improvement Plan is a development plan for all villages affected by resettlement under the main project.

Responsibilities:

The production improvement element takes place in each village. It aims to restore as soon as possible crop, animal and forest production at least to pre-project levels and to facilitate adoption of environmentally friendly techniques.

The service center element organizes and provides non-technical services to households including individual advice and orientation courses, credit facilitation, access to vocational training and access to employment on the project, and facilitation of enterprise development. Services are provided in a center to be established in the project headquarter in Trung Son Commune, and in the villages.

The technical support element provides a technical assistance team over 4 years. Assistance is provided in priority within the villages. In addition, commune facilitators are based in the villages. Communities select, manage and monitor activities through the participatory framework. Extension and/or farmer association staffs receive hands-on training so that they are able to take over after that period.

Project description:

Multi-metal mining projects including parts: mining, ore processing plant, waste disposal dam, bridge and road. There are four resettlement sites for site clearance and resettlement. About 4,000 households are affected by the project, including 1,500 households that must be relocated. Among those relocated households, 400 households are resettled, and 1,100 households perform the relocation by themselves.

Livelihood restoration and Community development programs have been created to resolve the negative social impacts on the community and on the affected people by the project, to set up a sustainable relationship between the project and the community.

Responsibilities:

Setting up the organization to implement the livelihood restoration and community development programs.

Surveying and proposing ideas for the livelihood restoration and community development programs.

Implementing the ideas of the livelihood restoration and community development programs

Supervising and evaluating the implementation process

Training to improve the productivity of tea plantation

Transferring the technology to cultivate clean/safe mushrooms and vegetables

Project description:

The project is to establish a joint venture between Varaoke Woods Oy and Vietnamese experienced individual investors to build a manufacturing plant of high quality wood pellets in Vietnam using local renewable sources such as plantation forests and residues from wood processing plants (sawdust, branches). The annual capacity of the plant is estimated to be 100,000 tonnes, located at the existing landblock with total area of 3ha inside Cai Lan Industrial Zone addressed as administrative zone No. 10, Bai Chay ward, Ha Long city, Quang Ninh province, VietnaM

Project description:

The project’s objective is to upgrade the National Highway No.1 from Can Tho to Ca Mau to grade-3. The budget is USD 250 million. The project affects nearly 15,000 households, including about 2,000 households of ethnic minorities (Khmer); 3,000 displaced households and 1,400 households relocated to resettlement areas built by the project.

Implementing the livelihood restoration and ethnic minority development programs at the same time with resettlement is the condition set out by the World Bank for the starting-up of the project.

Responsibilities:

Assisting the localities in organizing the implementation organizations, and in training the localities’ staff.

Coordinating in the implementation of resettlement action plans and of ethnic minority development plans.

Supervising, evaluating and reporting during the implementation process.

Project description:

Purpose of the Sub-project:

To build a safe habour for fishing boats working in the sea area to the South of Quang Binh province in order to minimize the human loss and property loss during natural calamities;

To be part of the system of safe habours for fishing boats of the whole Vietnam as stated in the “Adjusted plan of safe habours for fishing sea boats towards 2020 and vision towards 2030” approved by Prime Minister in Decision No.1349/2011/QD-TTg dated 9/8/2011;

The building of a safe habour for fishing boats, together with other fish habours and fishing infrastructures which have been invested in, make up a big fishing service center in Quang Binh province.

Project description:

The GMS Northeastern Corridor from Thanh Hoa in northern Viet Nam through northern Lao PDR to Bangkok is one of the corridors identified in the transport sector strategy study and links northeastern Lao PDR with northern Viet Nam and its seaports. Second Northern Greater Mekong Sub-Region Transport Network Improvement Project NH 217 Improvement Phase 1 in Thanh Hoa Province will partially fill this key gap. It was accorded priority in the GMS transport sector study and is strongly supported by the governments of the Lao PDR and Viet Nam, which believe it will strengthen the economies of both countries and help reduce current high poverty rates in the project provinces on both sides of their border. The project is included in the GMS regional cooperation business plan for 2010–2012.

Mobilize 01 additional Social & Gender development specialist for 6 months to provide: support in implementing and monitoring the revised; collect gender related data for GAP reporting; report to stakeholders the results and; mentor PMU1 gender focal point in implementing, monitoring, reporting the implementation status of the revised GAP.

Supplemental of Community-based Traffic Safety Awareness Program with duration of 12 months to the DDCS Consultant Contract with the works as follow:Select communicators for the communes; Select teachers from primary, secondary, and high schools from the area for training; Prepare materials for training, posters, and signs to be places at appropriated locations; Gather data on traffic safety; Interview communicators, personnel in charge of traffic safety; Evaluate effectiveness of the program; Prepare materials for training.

(1)     Carrry out assigned works in relation with Detailed Design in accordance with the Terms of References (TOR), Scope of Services, Mobilization Schedules and other provisions stated, stipulated, regulated or described in this Sub-Consultancy Agreement and/or in the Main Agreement.

(2)     Produce required reports in both English and Vietnamese language unless otherwise directed by the Consultant.

(3)     Keep and maintain, in a tidy and an orderly manner at all times, all notes, records, data, samples and any/all other materials that are required or produced in the course of Sub- Consultancy Services in connection with the works described in the foregoing, and submit any of those to the Consultant if so directed by the Consultant

(4)     Provide Consulting services that are generally recognized or practiced as inherent in other similar projects having similar nature of the works

(5)     Mobilize: 01 environmental claimate change specialist for 03 months, 04 Resettlement specialists (01 senior/Co-ordinator and 03 junior) for 05 months, 02 social/gender development specialists for 05 months
